Investment Spotlight: Drumglass High School PPP Scheme
Drumglass High School in Dungannon, County Tyrone, is Northern Ireland’s first Public Private Partnership (PPP) scheme. Since its procurement in 1999, the project has delivered high-quality facilities and essential services to students, staff, and the wider community for 25 years.


The project involved the design, build, financing, and operation of Drumglass High School. Following financial close on 29 June 1999, the school became operational on 1 September 2000. Over the next quarter century, the partnership provided:

- Building maintenance to ensure the site remained in excellent condition
- Catering and cleaning services supporting daily school operations
- Long-term asset management to keep facilities fit for purpose

Foresight became a shareholder in the Project Company in 2012, supporting the PPP scheme as part of its broader commitment to investing in essential community services.
At 23:59 on 31 August 2025, Drumglass High School was formally handed back to the Education Authority of Northern Ireland, concluding its 25-year operational phase with a celebrated legacy of service and partnership.
A ceremonial handover took place on 29 August 2025, attended by representatives from the Education Authority, Foresight, IML, and H&J Martin, alongside school staff, governors, and distinguished guests including Richard Pengelly, Chief Executive of the Education Authority.
During the event, Mary Shilliday, Principal of Drumglass High School, reflected:
“Visitors consistently comment on the condition of our school, and that is a testament to the dedication of our partners. Your work has allowed us to focus on what matters most - the pupils. You’ve helped create a safe, clean, and welcoming environment where learning could thrive.”
The success of this PPP scheme was underpinned by the dedication of key partners:

Their commitment ensured high standards of service delivery and consistent support for the school community throughout the project’s lifecycle.
Tim Mihill, Associate Director at Foresight, commented:
“The project has been a great success both during the past 25 years of operation and during the handback process, as a result of collaboration and commitment from all parties involved. The PPP scheme and Education Authority acknowledge that they are receiving a facility in excellent condition, and it is a school which staff and students can be proud to attend.”
The handback also saw a smooth transition for staff, with catering and facilities management employees transferring under TUPE to join the Education Authority team. This ensured continuity for the school community and recognised the long-term contribution of staff to the project’s success.
